Add autocomplete (typeahead) when assigning users in quick find and update panel

  1. Freehand-typing student email addresses into the search field or the “Annotated user” field is cumbersome and not user friendly.  
  2. Many student email addresses in districts use obscure conventions and may not even be known to the student or staff member assigning the device and is time consuming to look up during the moment of device assignment.
  3. The data integrity of the assigned user field is important if it is to be meaningful for reporting, so unvalidated email addresses are really not ideal here.
